Maria Rabino-Neira is a Visiting Fulbright Researcher at the Human Rights Center and an International Humanitarian Lawyer and Teaching Fellow with extensive experience in academic research and policy analysis across the fields of international humanitarian law, global politics, and counter-terrorism. She holds a Bachelor of Laws (LLB) from the University of Buenos Aires (Argentina) and a Master’s in Conflict and Terrorism Studies (First Class Honours) from the University of Auckland.

Maria has worked with multiple international organisations, including the United Nations Mission in Colombia, the New Zealand Red Cross, and Amnesty International, among others. Her academic achievements have been recognised through several prestigious awards, including the Fulbright Graduate Award (2025), a Graduate Teaching Assistant Award (2022), and the Freemasons Postgraduate Scholarship (2021).

Her doctoral research explores the intersection of international humanitarian law and counter-terrorism policies, with a particular focus on the evolution of humanitarian exemptions within sanctions regimes. Her work seeks to strengthen the protection of civilians in armed conflicts, especially those affected by sanctions and counter-terrorism measures. As a Fulbright Scholar, she will pursue part of her doctoral research as a Visiting Researcher at the University of Minnesota and Harvard Law School (PILAC) in 2025–2026.
