Franklin Noel is a retired United States Magistrate Judge for the District of Minnesota. Magistrate Judge Noel received his law degree from Georgetown University Law Center in 1977. From 1977-1979, he engaged in the private practice of law with the firm of Arnold & Porter in Washington, D.C., and was an Assistant District Attorney in Philadelphia, Pennsylvania, from 1979-1983.

Noel served as an Assistant United States Attorney in Minnesota from 1983 until his appointment as a United States Magistrate Judge in 1989. He served a seven year term as Chief Magistrate Judge from 1995 to 2002. From 2010 to 2016, he served on the United States Judicial Conference Committee on Criminal Law. He has been an Adjunct Faculty member for over 20 years.
