Serving most recently as a senior officer in the U.S. Department of State’s Bureau of International Organization Affairs, her work has centered on building coalitions capable of delivering results on some of the most pressing human rights issues on the global agenda. She has contributed to successful negotiated outcomes in the United Nations General Assembly Human Rights Committee, the UN Human Rights Council, and subsidiary bodies of the Economic and Social Council. Platukis has received high-level recognition for her strategic leadership and achievement of unprecedented policy victories through UN engagement.
While serving in a leadership role in the U.S. Department of Defense’s Office of the Secretary of Defense for Policy, Platukis applied international best practices to develop the U.S. government’s new approach to performance management for major security cooperation initiatives. Platukis also played a leadership role in advancing institutional reforms that improved UN agencies’ approaches to performance management, including delivery on human rights mandates. While serving as the senior U.S. representative to the Multilateral Organization Performance Assessment Network at the OECD, she helped shift United Nations agencies toward stronger results frameworks, evidence-based decision-making, and clearer accountability.
She holds a Master of Strategic Studies from the U.S. Army War College, a Master of Arts in International Relations from American University, and a Bachelor of Arts in French Studies and Business from Loyola University Maryland.
