Prof. Kirtley Quoted on Legal Implications for Tabloids that Publish Mugshots

Professor Jane Kirtley was quoted by the Twin Cities Daily Planet in an article discussing Busted Paper and similar tabloids that publish mugshots. Kirtley pointed out that although some oppose online access to and mass distribution of the photographs because of concerns about unintended consequences, "People forget that transparency in the criminal justice system is for the protection of the arrested. Secrecy imperils those in custody. Public information should be accessible and there should always be a presumption of openness."
