Prof. Painter Quoted on STOCK Act in Washington Examiner Editorial
Professor Richard Painter was quoted in an editorial in the Washington Examiner on the Stop Insider Trading on Congressional Knowledge (STOCK) Act which is pending in House-Senate conference. The opinion piece raised First Amendment concerns with a provision in the Senate bill that would require so-called "political intelligence" firms to register with the government before gathering nonpublic information from government officials. The editorial then pointed out that "as legal ethics scholar Richard Painter has suggested, it's perverse to target government officials' leaks of inside information by 'requiring people to register before they gather information about their government,' rather than by developing 'stricter rules for government employees who selectively disclose government information to persons outside the government.'"
