Prof. Orfield's Commentary on Minnesota's Proposed Desegregation Rule Anticipates ALJ Ruling

In an 83 page opinion Adminstrative Law Judge Ann O'Reilly threw out a desegregation rule proposed by the Minnesota Department of Education. The opinion closely follows comments submitted by Professor Orfield. 

Quoted in Minnesota Public Radio and StarTribune reports, Professor Orfield—a long time advocate of school integration—agreed that throwing out the proposal was the right move because it "created a really vague rule that had no standards, no definitions and no consequences." Professor Orfield also added that charter schools could one day be integrated, provided a good reason to do so.
