Three of Prof. Klass' Articles Cited in Illinois Supreme Court Multi-State Electric Transmission Line Decision

The Illinois Supreme Court issued a decision involving the ability of a merchant transmission line company, Rock Island Clean Line, to apply for a certificate of public convenience and necessity from the Illinois Commerce Commission to build a multi-state electric transmission line to bring primarily wind energy from Iowa, South Dakota, Nebraska, and Minnesota through Illinois to connect with the electric grid serving several northeastern states. The court cited three of Professor Klass's articles in its decision: Reconstituting the Federalism Battle in Energy Transportation, 41 Harv. Envtl. L.
