Prof. Klass Quoted in Newsweek on Expansion of Alberta Clipper Pipeline

Professor Alexandra Klass was quoted in a Newsweek article reporting on efforts by Canadian company Enbridge Energy to expand its Alberta Clipper pipeline to bring oil from Canada to refineries in the United States. Because the trans-border pipeline requires U.S. State Department approval and the process is lengthy, it is attempting to increase the flow of oil on another one of its trans-border pipelines, known as Line 3, that is not at capacity but can be if upgrades are made. So Enbridge is making the upgrades to use the full capacity of Line 3 and environmental groups are protesting to the State Department (and have filed a lawsuit in federal court in Minnesota this week) that this constitutes an illegal circumvention of the State Department approval process.
