Professor Fionnuala Ní Aoláin was quoted by Tech Policy Press about the Pall Mall Process (PMP) and whether it contributes to the normalization of spyware. The PMP is an international initiative that brings together governments, industry, civil society, and academia to tackle “the proliferation and irresponsible use of commercial cyber intrusion capabilities,” an umbrella term referring to spyware, software vulnerabilities, hackers-for-hire, and related technologies. But the PMP has attracted criticism with legal experts condemning the PMP for normalizing spyware use. In a recent legal and political assessment of the PMP, Prof. Ní Aoláin said, “Pall Mall moves us from a denialism of use to an embrace of use. And in fact, in many ways, we can see it as a framework that encourages, recognizes, and anticipates further spyware use.”
