Professor Richard Painter, S. Walter Richey Professor of Corporate Law, and E. Thomas Sullivan, Dean Emeritus at Minnesota Law, co-authored an op-ed in the Minnesota Star Tribune about the lack of approval by the U.S. Congress for military action in Iran. They wrote, “This past week both houses of Congress blocked, by slim margins mostly along party lines, further consideration of resolutions placing restraints on President Donald Trump’s use of military combat forces in Iran. But neither house of Congress passed a resolution approving the military operations in Iran. ... In his first 14 months in office for a second term, Trump has used military force in three major operations without even trying to get congressional approval, with the apparent belief that he has the power to start wars whenever he wants.”
