A report by Professor Myron Orfield, Earl R. Larson Professor of Civil Rights and Civil Liberties and Director, Institute of Metropolitan Opportunity, was cited in an opinion piece in MinnPost about the institute’s recent release of a report criticizing how the state allocates affordable housing. The study focuses on how decades of housing investment, estimated at over $1 billion of public money, has failed to improve social outcomes in the struggling Phillips neighborhood in south Minneapolis.
