Prof. Fionnuala Ní Aoláin Interviewed for Euractiv About Agreement to Address Commercial Hacking Tools
Professor Fionnuala Ní Aoláin, Regents Professor and Robina Chair in Law, Public Policy, and Society, was interviewed for Euractiv about the Code of Practice that outlines political commitments and recommendations to regulate the use of commercial hacking tools, including spyware. Signed by 22 governments last week in Paris, the non-binding document is part of the so-called Pall Mall Process, a joint diplomatic initiative by France and the U.K. to address the irresponsible use of commercial cyber intrusion capabilities as they are formally known. The U.S. confirmed yesterday its willingness to sign the code. Prof. Ní Aoláin said, “Britain and France deserve significant credit for advancing a policy framework to focus on state responsibility for cyber Intrusion generally and spyware specifically. The Code of Practice clearly acknowledges the importance and non-negotiation on human rights in this sphere."
