Prof. Nicholas Bednar Quoted in Washington Post About President Trump's Schedule F

Professor Nicholas Bednar was quoted in the Washington Post about the Trump Administration's proposal to exempt policy-determining civil servants from the competitive service under "Schedule F." Professor Bednar said that Schedule F could cover even administrative staff. He  "question[ed] whether Congress intended the phrase to extend to employees in the competitive service that help superiors draft policy or simply view and circulate policy as part of their jobs.”
